Water Rates for the year 2016

1.         Residential- Flat Rate:

2.         Meter Users:

Base Rate/Amount - this charge is applicable to commercial and landscape metered users and defines the monthly minimum charge and applies to the first 1000 cubic feet used.

After the first 1000 cubic feet the consumption charge per every 1000 cubic feet used is $ 8.35, or $ .84 for HCF.

Landscape Rates - this is the base charge is applicable to outdoor watering for landscape only accounts for the first 1000 cubic feet used.

Service Connection Fees

1.         Connection Fees Per Single Family Residential Units:

Water-

Base Connection Fee  $ 1230.00

Frontage Charge         $ 2.50 per frontage foot if water main serves both sides of the

2.         Commercial Connection Fees for water and sewer are determined by the District Engineer, based upon the size and estimated usage of the proposed building.  As-built plans must be submitted to the District for review and calculation by the District Engineer.

Temporary Service/Construction Meter:

1.         Deposit            A deposit of five hundred dollars ($500) shall be paid and a meter will be

issued that will be used to connect to a fire hydrant to provide

temporary water service.

2.         Rates               The rates will comply with the meter size rate structure.  Payment will

be drawn from the deposit.  If water usage is less than the amount of

the deposit, the remaining balance will be refunded to the customer.

If the water usage exceeds the amount of the deposit, the customer will

be responsible for payment.

Pools:

Draining a swimming pool will require a permit from the District.  The cost of shall be calculated by the following calculation:     X= known volume of the pool in gallons

X/7.48 = Y (volume of pool in cubic feet)

Y/1000 = Z (volume of pool in thousand cubic feet)

Subtract the 1 (first thousand cubic feet) from Z (Z - 1000) and assign to

it a value of $19.87.  Multiply the remaining thousand cubic feet by 6.96.

Add the two values together and the resulting number is the cost of the

permit fee in dollars.

If the volume of the pool is unknown then the cost of the permit shall be $36.00 (roughly the cost of a 25,000 gallon pool).  Customers will only be allowed to drain their pools with a permit once every three years.

If customers are found draining their pool with having a permit, a warning will be issued and a fine will be assessed which will be the cost of the permit required for their size pool.  If customers are found draining their pool within three years of obtaining a permit a fine of $150.00 shall be assessed.

 

 

Penalties:

1.   Late Penalty:

A)  Residential-  10% of any unpaid balance per billing period.

B)  Commercial -  5% of any unpaid balance per billing period.

2.       Administrative Citations:

A violation of any provision of the Pinedale County Water District Ordinance is subject to an Administrative Citation and administrative fine.  The administrative fines, unless otherwise defined, are as follows:

 

A)     A fine not exceeding $100 for the first violation.

B)      A fine not exceeding $200 for the second violation of the same ordinance within one (1) year.

C)      A fine not exceeding $500 for each additional violation of the same ordinance within one (1) year.

 

3.      Watering/Water Wasting Violations:

1)      First violation- warning

2)      Second violation within a one (1) year period-  $40 fine.

3)      Third violation within one (1) year- $100 fine.

4)      Fourth violation within one (1) year- $200 fine.

5)      Fifth violation within one (1) year- $500 fine.

 

A.  Unauthorized Connection/Tampering with a Fire Hydrant:

1)      Immediate $1000 fine per violation.

 

B.  Unauthorized Connection to the Water Distribution System and/or Sewer System:

1)  A fine of $1000 per day per violation.

2)  Applicable connection fees.

4.      Miscellaneous:

A.   Disconnect Fee:  In the event that water service is disconnected due to lack of payment, a

$20 fee will be assessed to the account.

B.   Reconnect Fee:  In the event that a delinquent account has been rectified by the

customer, and they wish to reconnect water service, a $25 fee will be assessed to the account.

C.   Broken Lock:  Breaking, removing, opening, or otherwise rendering ineffective any locking

device placed by the District to ensure discontinuation of service and/or deny admittance to

any District facility and/or safeguard District property will result in a minimum $50 fine per

per violation.

D.  Tampering/illegally operating District valves that results in damage to the valve will result in

a fine that is the cost of making the repair (materials and labor) plus 10%.

 

Administrative, legal, and engineering costs:

The following charges are for administrative, legal, and engineering costs incurred by the District in processing requests/applications for services by private individuals/developers, unless otherwise indicated, are as follows:

1.        Water Service:  Review contracts, plans, miscellaneous research/reviews:

A.       Legal fees- $200/hour

B.      Engineering fees- $200/hour

C.      Staff fees- $100/hour

2.       Sewer Service:  Review contracts, plans, miscellaneous research/reviews:

A.       Legal fees- $200/hour

B.      Engineering fees- $200/hour

C.      Staff fees- $100/hour

3.       Annexation:

A.      Attorney's fees- $200/hour

B.      Engineering fees- $200/hour

C.      Staff fees- $100/hour

4.       Construction review:  Based on estimated construction costs as determined by the District Engineer.

5.        Additional Costs:

A.       Any meeting of conference held between the District and requesting party of his or her representative(s) and District Staff shall be reimbursed by the individual requesting the service.  The District staff, engineer, and legal counsel will be reimbursed at the rates set forth above.

B.      Costs incurred by the District related to request for services not covered herein shall be determined, by the Board of Directors, at the time of the request.
